1At that time, declares the LORD, I will be God to every clan of Israel, \q and they will be my people.
Loved with an everlasting love
2The LORD says this: \q The people who escaped the sword found favor in the wilderness \q as Israel went in search of rest.a 3From far away the LORD appeared to me: \q I have loved you with an everlasting love, \q so I have kept on showing you loyal love.bc 4Once more I will build you, and you will be rebuilt, \q Virgin Israel; \q once more you will deck yourself with your tambourines \q and go out in the dances of the joyful. 5Once more you will plant vineyards \q on the hills of Samaria; \q those who plant them will enjoy their fruit. 6For a day is coming when watchmen will call out \q on the hills of Ephraim, \q “Come, let us go up to Zion, \q to the LORD our God!”
7For the LORD says this: Sing for joy over Jacob, \q shout for the foremost of the nations. \q Make it heard, give praise, and say, \q “LORD, save your people, \q the remnant of Israel!”d 8I am going to bring them out of the northern land and gather them from the ends of the earth. \q Among them will be the blind and the lame, \q pregnant women and women in labor, all together. \q A great assembly will return here. 9They will come weeping, \q and I will lead them as they plead for mercy. \q I will guide them beside streams of water, \q on a level road where they will not stumble, \q because I am a father to Israel, \q and Ephraim is my firstborn son.
10Hear the word of the LORD, you nations; \q announce it in the coastlands far away. \q Say, “The one who scattered Israel will gather him \q and watch over him as a shepherd watches his flock.” 11For the LORD has ransomed Jacob \q and redeemed him from the power of one too strong for him. 12They will come and sing out with joy on Zion’s heights; \q their faces will shine over the good gifts of the LORD, over grain, new wine and oil, \q and over the young of the flocks and herds. \q Their whole life will be like a watered garden, \q and they will never grow faint again.e 13Then the young women will rejoice in the dance, \q the young men and the old men with them. \q I will turn their mourning into joy; \q I will comfort them and make them glad after their sorrow. 14I will fill the priests with rich food in abundance, \q and my people will have their fill of my good gifts, declares the LORD.
Rachel weeping for her children
15The LORD says this: In Ramah a voice is heard, mourning and bitter weeping: \q Rachel weeping for her children. \q She will not let anyone comfort her for her children, because they are gone.f
16The LORD says this: Hold back your voice from weeping \q and your eyes from tears, \q for your labor will have its reward, declares the LORD; \q they will come back from the land of the enemy. 17There is hope for your future, declares the LORD; \q your children will come back to their own land.
18I have certainly heard Ephraim grieving: \q “You disciplined me, and I took the discipline, \q like a calf never trained to the yoke. \q Bring me back, and I will come back, \q for you are the LORD my God. 19After I turned away, I was sorry; \q after I came to understand, I struck my thigh in grief. \q I was ashamed and disgraced, \q because I carried the shame of my youth.”g 20Is Ephraim my dear son, a child who delights me? \q For whenever I speak against him, \q I still remember him and cannot forget. \q That is why my heart aches for him; \q I will surely show him compassion, declares the LORD.
21Set up road markers for yourself; \q put up signposts. \q Fix your mind on the highway, the road you traveled. \q Come back, Virgin Israel; \q come back to these towns of yours.h 22How long will you waver this way and that, \q you faithless daughter? \q For the LORD has created something new in the land: \q a woman will encircle a man.i
23The LORD of Armies, the God of Israel, says this: When I restore their fortunes, people in the land of Judah and in its towns will once again use these words: “May the LORD bless you, home of righteousness, holy mountain!” 24Judah and all its towns will live there together, the farmers and those who move about with the flocks. 25For I refresh the weary soul and satisfy everyone who is faint. 26At this I woke up and looked around, and my sleep had been sweet to me.j
27The days are coming, declares the LORD, when I will sow seed in the house of Israel and the house of Judah, the seed of people and the seed of animals. 28Just as I watched over them to uproot and to tear down, to overthrow, to destroy and to bring harm, so I will keep watch over them to build and to plant, declares the LORD. 29In those days people will no longer say, “The parents ate sour grapes, but it is the children whose teeth are set on edge.” 30Instead, each will die for their own guilt; whoever eats the sour grapes, it is their own teeth that will be set on edge.
A new covenant
31The days are coming, declares the LORD, and then I will make a covenant with the house of Israel and the house of Judah: a new covenant.k 32It will not be like the covenant I made with their ancestors on the day I took their hand to lead them out from the land of Egypt. They broke my covenant, though I was their husband, declares the LORD.l 33Rather, this will be the covenant that I make with the house of Israel when those days are past, declares the LORD: I will set my instruction deep inside them and write it on their hearts. I will be their God, and they will be my people. 34No longer will each one teach their neighbor, or each one their brother or sister, saying, “Know the LORD,” because all of them will know me, from the least to the greatest, declares the LORD. For I will forgive their guilt, and I will remember their sin no more.m
35The LORD says this, the LORD who gives the sun to light the day and the moon and stars in their fixed order to light the night, who stirs up the sea until its waves roar; the LORD of Armies is his name: 36Only if this fixed order ever failed before me, declares the LORD, would the descendants of Israel ever cease to be a nation before me.
37The LORD says this: Only if someone could measure the heavens above and search out the foundations of the earth below would I reject all the descendants of Israel because of all they have done, declares the LORD.
38The days are coming, declares the LORD, when the city will be rebuilt for the LORD from the Tower of Hananel to the Corner Gate.n 39The measuring line will stretch out farther, straight to the hill of Gareb, and then turn toward Goah.o 40The whole valley of the dead bodies and the ashes, and all the fields out to the Kidron Valley, as far as the corner of the Horse Gate on the east, will be holy to the LORD. Never again will it be uprooted or overthrown.p
