God is judge: he lowers and lifts

1For the music director. To the tune “Do Not Destroy.” A psalm of Asaph. A song. 2We thank you, God, we thank you; your name is close to us, \q and people speak of the marvels you have done. 3“When the time I have fixed has come, \q I will judge with fairness. 4The earth and everyone on it may sway and melt, \q but I have set its pillars firm. Selah 5I tell the proud, ‘Stop your boasting,’ \q and the wicked, ‘Do not toss your horn high.’ 6Do not raise your horn against the heights, \q or talk with a stiff and insolent neck.” 7For it is not from the east or the west, \q nor from the desert, that a person is raised up, 8but God is the judge: \q he lays one person low and lifts another up. 9For the LORD holds a cup in his hand, and the wine in it foams, richly spiced; he pours from it, \q and every wicked person on earth will have to drain it, dregs and all. 10But I will never stop telling of it; \q I will make music to the God of Jacob. 11I will hack off every horn the wicked raise, \q but those who do right will have their horns lifted high.
